Abstract

This article discusses the challenges faced by people with disabilities in accessing social assistance rights, highlighting the precariousness of care and the impacts on their social participation. The analysis of the implementation of the Basic Social Protection Service in the Home is essential to understand these dynamics. The aim of this study is to analyze the perception of professionals and users of the Home-Based Social Protection Service in two municipalities in the South of Minas Gerais, regarding its meaning within the Social Assistance policy, from the perspective of care. This text is part of the master's dissertation titled The Inclusion of People with Disabilities in Social Assistance Policy: An Analysis of the Home-Based Social Protection Service in Municipalities in the South of Minas. Methodologically, a qualitative approach was adopted, using Oral History. Guided interviews were conducted with two professionals and two users, selected intentionally, and the analysis of oral reports was carried out through the triangulation of methods. The results point to the need to reframe the concept of independence from an interdependent perspective, promoting the autonomy of users without neglecting their social bonds. The inclusion of social caregivers and the use of innovative evaluation tools can enhance home-based social protection and guide future research.

Fabiola Sebastiana Kelly Silva, University Center of Southern Minas Gerais - UNISMG

Master's Degree in Management and Regional Development from the University Center of Southern Minas Gerais - UNISMG. Social Worker graduated from Centro Universitário do Sul de Minas (2010), with solid experience in the area of public policies and social inclusion. Her work focuses on promoting the rights of people with disabilities, covering topics such as combating ableism, accessibility and inclusion in the job market. Throughout her career, she has contributed to strategic projects that strengthen citizenship and equal rights, always committed to building a more inclusive society.

Elisa Maria Andrade Brisola, University Center of Southern Minas Gerais - UNISMG

I have a degree in Social Work from the University of Vale do Paraíba (1984); a master's and doctorate in Social Work from the Pontifical Catholic University of São Paulo (1996 and 2003 respectively). I am currently an assistant professor at the University of Taubaté. I have experience in social assistance and health policy. At UNITAU I am a permanent member of the Interdisciplinary Master's Degree program "Human Development: Social Policies and Training", teaching classes and supervising students. At Centro Universitário Unis -MG I am a permanent lecturer on the Master's Degree in Management and Regional Development.
